created in honor
of a dear friend
named Bart.
He was a Beagle, and he
adopted part of an
early poem by John Lennon
as his theme song.
But he only sang
the parts he liked:
"Arf,

a merry sight,
Our little hairy friend,

lampost bright
Arfing round the bend.

1634 provides common sense exemptions:
The bill provides 20+ clear exemptions for
animal breeders,
police dogs, working dogs, show dogs, law enforcement animals
and for family pets too old or ill to be altered.
Pets are also allowed one litter if their family chooses.
